A Math Problem on Human Lives

A math problem:  2010 Study:  33% of U.S. workers are chronically overworked.  Meanwhile 10% are unemployed.*

Does that mean that if the 10% was hired, by theory, would the U.S. workers just be 23% chronically overworked?
