It is true, today is National Neither Rain or Snow Day.
Wouldn't it be easier to name today "Not an increment weather day."?
I suppose this day is meant to be a pat on the back for Postal employees. They need all the pats they can get - a good many congresspersons want it to go private because the service is losing a good bit of money in payroll and retirement payments.
Wait! So is the Armed Services!
