No Dumping sign

Not long ago, while riding my bike in a large office park in error I went down a dead end street. At the end of the street was a dumping area. There were scattered garbage and a few old mattresses. On the side in plain view is a sign: NO DUMPING. Which seemed to encourage dumping. In the past week or so, with a tree cut down I noticed the neighbors have a mattress leaning on the side of the house. I asked myself: "Should I be neighborly and tell them about the NO DUMPING dumping area?" Myself immediately replied: "NO! Mind your own business!!"
