The Makings of a Public Park

Bell, Fountain, Statue Benches, and People, and some Trees.  Keep it neat, trash picked up and you have a park.

Also in the park, but not in view, is at least one drunk, a band stand,  at least one preacher shouting, a playground with kids, and a pervert with a big warm friendly smile  lurking.
